| The Administrative Resource Services office serves as the centralized source of
information for all OSPI rules and as the
agency’s liaison with the Office of the Code Reviser. This office also assists OSPI’s staff to comply with the administrative requirements of the rule-making
process (RCW 34.05, Part III).

OSPI has the authority to create rules for public and approved private schools in Washington state. This authority can be found in RCW 34.05.
In addition to the rules developed for the K-12 education system by OSPI
through Title 392 WAC, the State Board of Education (Title 180 WAC) and the Professional
Educator Standards Board (Title 181 WAC) also have the authority to change and adopt
rules for their respective Titles relating to the K-12 education system.
