Business Rules for October Enrollment Report:
- Student is enrolled on the first business day of October.
- School is student's primary school.
- If Student is in Pre-K, that student must also be in special Ed program of the district on the first business day of October in order to be counted.
* Not provided is not an acceptable ethnic/race category beginning in 2010-2011. Students in this category cannot be included in federal compliance reports and counts.

- ED Data Express designed to improve the public's ability to access and explore high-value state-level education data collected by the U.S. Department of Education. The site is designed to be interactive and to present the data in a clear, easy-to-use manner, with options to download information into Excel or manipulate the data within the Web site. The site currently includes data from EDFacts, Consolidated State Performance Reports (CSPR), State Accountability Workbooks, the National Center for Education Statistics (NCES), the National Assessment of Education Progress (NAEP), the College Board, and the Department's Budget Service office.

OSPI has begun to transition Web applications to the new portal – the Education Data Systems (EDS). Resource tools and manuals for each application will be located within the application site in EDS.
