June 25, 1997 To: School District Superintendents School District Business Managers From: John Molohon, Apportionment and Research Subject: 1996-97 Enrollment Reporting -- Nonresident Students Review of Report 1251SR for the 1996-97 school year indicates that many districts may not be reporting enrollment according to the instructions in paragraph VI.E, Resident and Nonresident Students, of Apportionment and Research Bulletin No. 65-96 dated July 31, 1996. Report 1251SR displays P-223 enrollment data for each serving district and shows the details of nonresident enrollment. Nonresident student data is used to calculate : 1) Resident district special education enrollment percentages; and 2) Levy authority transfers. These calculations impact special education allocations, levy authority, and local effort assistance (levy equalization). Errors in the enrollment reporting can result in inaccurate funding and/or levy authority amounts which could cause an audit finding. All districts, especially those appearing in this message, should review their 1996-97 P-223 and P-223H enrollment to ensure that enrollments are properly reported. Any errors found should be corrected as soon as possible. Districts Serving Students from a Nonhigh District Nonhigh school students and all other students who reside in a school district not carrying the grade for which they are eligible to enroll should be reported as resident students by the serving district.
