Workgroups and Committees
Washington state law requires OSPI to oversee several workgroups and committees:
The Building Bridges state-level workgroup produces legislative reports on the development of a statewide comprehensive dropout prevention, intervention, and retrieval system.

Compensation Technical Working Group
The Compensation Technical Working Group was created by ESHB 2261 and is tasked to create an enhanced salary allocation model aligned to educator development and certification with compensation, conduct a comparative labor market analysis of employee salaries, determine the role and types of bonuses available and account for regions of the state where it may be difficult to recruit and retain teachers.

Data Governance Group
The K-12 Data Governance Group oversees the development and implementation of a K-12 education data system for financial, student and educator data, and is meant to serve requirements for teachers, parents, superintendents, school boards, the legislature, and the public.

Educational Opportunity Gap Oversight and Accountability Committee
Educational Opportunity Gap Oversight and Accountability Committee was created during the 2009 legislature to continue to address the achievement gap in Washington state.

Educational Technology Advisory Committee
The Educational Technology Advisory Committee assists in the development and implementation of the education technology plan.

Expanded Learning Opportunities (ELO) Council
The Expanded Learning Opportunities (ELO) Council is charged by RCW 28A.630.123 to advise the Governor, the Legislature, and the Office of Superintendent of Public Instruction regarding a comprehensive expanded learning opportunities system.

Gangs in Schools Task Force
The Gangs in Schools Task Force recommends, through annual reports to the legislature, methods to prevent and eliminate gangs in schools, gather intelligence on gangs, and share information about gangs.

Harassment, Intimidation, and Bullying Work Group
The Washington State legislature established a work group on anti-bullying and anti-harassment to both help maintain focus and attention on, as well as monitor progress of implementation of harassment, intimidation and bullying prevention and intervention efforts. The Work Group was required to submit biennial progress and status reports to the governor and the education committees of the legislature, beginning December 1, 2011, with additional reports by December 1, 2013, and December 1, 2015.

Highly Capable Technical Working Group
The Highly Capable Technical Working Group establishes recommendations to be provided to the legislature on what constitutes a basic education program for highly capable students.

Integrated Student Supports Workgroup
The Integrated Student Supports workgroup is charged with developing policy recommendations for the implementation of a statewide
integrated student supports system.
Fourth Substitute House Bill 1541
Language Access Advisory Committee
The Language Access Advisory Committee assists in the development of sample materials for school districts to disseminate to school employees and parents regarding parents' rights to language access services for limited-English proficient parents.

Online Learning Advisory Committee
Members of the committee assist OSPI by providing advice regarding the online provider approval criteria, the model school district policy, and other matters related to the Digital Learning Department Web site.

Quality Education Council (QEC)
The purpose of the QEC is to develop strategic recommendations for implementation of a new definition of Basic Education and the financing necessary to support it. Superintendent Randy Dorn chairs the Council.

Race and Ethnicity Student Data Task Force
The Race and Ethnicity Student Data Task Force was created in 2016 to review the United States department of education 2007 race and ethnicity reporting guidelines and develop race and ethnicity guidance for the state.

Salary Grid Workgroup
EHB 2242 Sec. 905 requires the superintendent of public instruction to convene and facilitate a stakeholder technical working group to develop a model salary grid for school district use in developing locally determined compensation plans for certificated instructional staff.

School Day Task Force
The School Day Task Force was created in 2018 to make recommendations to define the duties and responsibilities that entail a "school day" under the state's statutory program of basic education.

Social Emotional Learning Workgroups
The 2015 Operational Budget, ESSB 6052 Sec. 501 (34) directed OSPI to convene a workgroup to recommend comprehensive benchmarks for developmentally appropriate interpersonal and decision-making knowledge and skills of social and emotional learning for grades kindergarten through high school that build upon what is being done in early learning.

The 2017 Operational Budget, ESSB 5883 Sec. 501 (31) directed OSPI to convene a workgroup to build upon the work of the social emotional learning benchmarks work group established under section 501(34), chapter 4, Laws of 2015 3rd sp. sess. The work group must identify and articulate developmental indicators for each grade level for each of the social emotional learning benchmarks, solicit feedback from stakeholders, and develop a model of best practices or guidance for schools on implementing the benchmarks and indicators.

Staffing Enrichments Technical Workgroup
Sec. 905 of EHB 2242 tasks OSPI to convene a technical workgroup to review the staffing enrichments to the program of basic education. The Superintendent, together with the technical work group, shall make recommendations to the legislature by December 1, 2019.

Title I/LAP Committee of Practitioners (COP)
The Title I/LAP Committee of Practitioners is an advisory body to OSPI that reviews any state rules, regulations and policies relating to Title I of the Elementary and Secondary Education Act to ensure they conform to the purposes of Title I.

Transitional Bilingual Instruction Program (TBIP) Accountability Task Force
In the 2014 Supplemental Budget, $117,000 of the 2015 general fund is directed to OSPI to convene a task force to design a performance-based assistance and accountability system for the Transitional Bilingual Instruction Program.
