No Child Left Behind Act of 2001 (NCLB), Section 1120A

As a condition to receiving Title I, Part A funds, districts must use state and local funds to provide services in Title I, Part A schools that are comparable to the services provided in schools that are not receiving Title I, Part A funds. If the district serves all of its schools with Title I, Part A funds, it must also use state and local funds to provide services that are substantially comparable in each building.
