Indistar Access, Upload & How-to Documentation


How does a district access Indistar?
Contact Office of Student and School Success (OSSS) and request a password.

The district’s schoolwide plan is a set of print documents — a binder with 10 tabs. What do you recommend we do to convert these many separate documents into a digital form able to upload into Indistar?
We suggest that you scan the documents and upload them as digital files to Indistar.

What content do we add to the Miscellaneous folder on the Indistar page where we upload the documentation for our Title I schoolwide plan?
Here’s one suggestion — upload your annual schoolwide program evaluation or any other relevant, building-based Title I, Part A documentation. However, there are many more important elements of data and documentation that you could upload to Miscellaneous.

What would our "current schoolwide plan" be if last year we used the crosswalk document to add indicators for each of the Title I Components? Two years back we had our own SIP Templates with the 10 components but last year we used Indistar as both the Schoolwide Plan and the School Improvement Plan.
Beginning with the 2012-13 school year, there is no crosswalk document posted within Indistar that will integrate your action plan principles and the 10 components of the Title I, Part A schoolwide plan.

  • We recommend that you click on the Docs & Links tab on your Indistar dashboard, and take advantage of the guidance and tech support documentation available there to merge these two important planning tools.

Integrate Title I, Part A Schoolwide & Indistar Action Plans


Is it mandatory to merge our Title I, Part A schoolwide plan with the action plan we created in Indistar?
Yes. Mandatory for every school building that meets these two conditions:

If a district has its schoolwide plan in Indistar now, is it necessary to upload it again for the 2014-15 school year?
Yes. Your schoolwide plan will change based on the annual evaluation and update you conduct — required by law — Section. 1114(b)(2)(B)(iii) Code of Federal Regulations (CFR) 200.26(c)
“Annually evaluate the implementation of, and results achieved by, the schoolwide program, using data from the State’s annual assessments and other indicators of academic achievement;…”

Can we maintain a separate Title I, Part A schoolwide plan?
If your building meets these two conditions — 1) operates a Title I, Part A schoolwide program and 2) is identified as a Priority, Focus or Emerging school in the state’s Annual Measurable Objectives (AMO) accountability system — you must integrate your 10-component Title I, Part A schoolwide plan with the action plan you create in Indistar.

Submission is a three-step process in Indistar.

  1. Click Indistar’s Document Upload tab. On the left, look for an index of pre-loaded folders — labeled to match the Title I, Part A criteria for schoolwide plans.
    • At the top of the index, you’ll see a folder for the schoolwide plan as a single document. Underneath, look for folders labeled for each of the ten components that must make up a complete schoolwide plan.
  2. Click Upload a New File to open the upload window. Use Browse to find the schoolwide plan on your computer or network.
  3. Click Upload to add to the plan to the Title I Schoolwide Plan–Misc. Documents folder.

Take a closer look at the law that makes a Title I, Part A schoolwide plan necessary — Section 1114(b)(1), Code of Federal Regulations 200.26.

Are we able to use Indistar for school plans even if these buildings have not been categorized as Focused or Priority?
Yes. OSPI purchased the site license for Indistar. This license is available on request for any Washington state school district.

How do we work with Indistar for Title I schools categorized as Focus because of achievement results related to special education?
The data you gather and the actions you take to conduct a comprehensive needs assessment will determine how to address academic needs of your students who receive special education services. Here’s the requirement:

  • Component 1: A school operating a schoolwide program must conduct a comprehensive needs assessment that identifies the school’s strengths and challenges in key areas of student achievement.

School Improvement Plans & Indistar


Will schools that use a school improvement plan (SIP) be able to use Indistar?
WAC 180-16-220 requires a school improvement plan or SIP for all school buildings in our state. Ideally, you integrate all your building plans – SIP, schoolwide and (Indistar) action plan — into a single, multi-component plan within Indistar

Important — If your building meets these two conditions — 1) operates a Title I, Part A schoolwide program and 2) is identified as a Priority, Focus or Emerging school in the state’s Annual Measurable Objectives (AMO) accountability system — you must integrate your 10-component Title I, Part A schoolwide plan with the action plan you create in Indistar.

Consolidated Program Review


If our consolidated program review takes place before February 28, 2014, must we merge our schoolwide and action plans before that date?
Yes. Your Title I, Part A schoolwide plan must be integrated with your Indistar action plan before consolidated program review takes place.

Make sure you submit this documentation:

  1. Title I, Part A schoolwide plan for each building
  2. Separate documents that explain the strategies, activities and services that address each of the 10-components that make up your schoolwide plan. Take a closer look at the law that makes a Title I, Part A schoolwide plan necessary — Section 1114(b)(1), Code of Federal Regulations 200.26.
