OSPI School Facilities and Organization supports the State Superintendent in providing School Districts with financial and technical assistance in three primary areas: Capital construction, facilities maintenance/management initiatives, and School District organization issues.
The Inventory and Condition of Schools (ICOS) is a web-based system where inventory and condition details, about facilities and sites operated by the Districts, are documented and stored. ICOS meets the increasing demand for accurate school facility inventory and building condition data that supports statewide programs such as the School Construction Assistance Program (SCAP), District facility management and school facility information requests or policy decisions. This information is also used to support the performance-based Asset Preservation Program which gauges how well the facilities, buildings and sites are maintained.
ICOS benefits the Districts by providing functionality for inventory tracking, condition rating, record keeping, and comparative and report analysis.
District access to ICOS may be granted with a request to your
Regional Coordinator. School Districts must determine who will have such authorization. Only authorized District users are allowed to access the ICOS system.

ICOS Annual Survey Help Document -
Districts that need assistance in completing the Annual Survey may find the Help
Document to be a useful tool. Questions about the Survey, ICOS, or facilities in

ICOS Navigation Flow Chart – The Navigation Flow Chart assists the user in navigating through the ICOS system to find a particular screen.
Bug Defect Report Template – Use this template to note details regarding bugs and issues in ICOS. Please send these reports as soon as possible after you encounter the problem, so OSPI can begin working on the issue.
Screen Print Capture Instructions – When capturing details for the Bug Defect Report, it is very helpful to the developers to have a screen print of the gray system pop up error. These instructions will show how to capture these error messages to paste into the report.
Change Screen Resolution Instructions – The ideal screen resolution for ICOS is 1280 x 1024 and the minimum screen resolution is 1024 x 768. These instructions show how to check your resolution and change it.
Clear Browser Cache Instructions – These instructions will show how to clear your browser cache.
