Local Agreements
During the 2003 Legislative Session, Substitute House Bill (SHB) 1058, "an act relating to the educational attainment of children in foster care," was passed. This legislation requires the Children's Administration (CA) to partner with OSPI and local school districts to improve the educational stability and achievement of children and youth in foster care.

74.13.550 Children placed in foster care must remain enrolled in the schools
they were attending at the time they entered foster care whenever practical and
in the best interest of the child.

74.13.560 The Administrative Regions of CA must develop protocols with
school districts specifying strategies for communication, coordination, and
collaboration regarding the status and progress of foster children in the
region.

CA and OSPI Memorandum of Understanding (MOU)
In the interest of continuing to serve children well and to comply with SHB 1058, CA and OSPI entered into a MOU in July 2004. Click here to view the MOU.
In addition to the above listed components mandated by SHB 1058, the objectives
of the agreement are to raise awareness of the needs of foster care students and
to promote academic success of students in foster care. This includes
collaborative staff training, inter-systems communication and joint
social/academic planning and support.
